Treasury Completes FMIS SaaS Cloud Migration

The Government of Naoero has successfully completed the migration of its Financial Management Information System (FMIS) from on-premises infrastructure to the TechnologyOne Cloud (SaaS) platform, a major milestone in the country’s digital transformation journey.

The migration project, which began in 2022, represents a significant step forward in strengthening financial management, improving accessibility, and ensuring long-term sustainability of government financial systems. The system officially went live on 13 October 2025, marking the completion of the first phase of Naoero’s FMIS modernisation initiative.

Under this migration, the FMIS — previously hosted on Treasury’s local servers — is now delivered securely via the cloud, allowing users to access the system from any internet-connected location through a web browser. The upgrade enhances performance, security, and business continuity, while reducing dependency on physical infrastructure.

“This achievement demonstrates our commitment to modernising public financial management and adopting secure, sustainable, and efficient technologies. The transition to the cloud ensures Naoero’s FMIS can evolve with future needs while maintaining high standards of accountability and transparency.”

Treasury Deputy Secretary, Mr Atunaisa Bale

The next phase of the project will involve transitioning to Ci Anywhere, TechnologyOne’s fully web-based platform, further enhancing usability and integration across government operations.
